The new reports are intended to improve consistency, transparency and legal certainty in the handling of tax disputes.
Eswatini has launched its first Tax Law Reports, creating an official record of decisions made by the Revenue Appeals Tribunal Eswatini, known as RATE.
Finance Minister Neal Rijkenberg launched the reports on 9 July, describing them as an important step towards clearer and more consistent interpretation of the country’s tax laws.
According to the Ministry of Finance, the reports will provide guidance on how revenue legislation has been applied in previous disputes. They are also expected to support fairer resolution of tax appeals and give businesses, taxpayers, lawyers and accountants a clearer reference point when assessing similar cases.

Published tribunal decisions can help reduce uncertainty by showing how disputed tax provisions have previously been interpreted. This may assist businesses in planning transactions, estimating potential liabilities and understanding the likely outcome of an appeal.
Rijkenberg said the reports form part of the government’s broader effort to strengthen institutions, promote transparency and support a more predictable business environment.
However, the Ministry has not yet explained where the reports can be accessed, which decisions are included or whether future editions will be published regularly.
The long-term value of the initiative will depend on whether the reports are made widely available, preferably through a searchable public platform.
